How agency access works with ChatGPT Ads
OpenAI doesn't let agencies create advertiser accounts on a client's behalf. The client creates the Ads Manager account and invites the agency, usually as Member, so the agency builds campaigns while the client keeps ownership of billing and data. In IntentBid you then connect that account to the client's profile.
